“This would in a significant way change the very nature of the conflict. It would mean that NATO countries, the US, European countries, are at war with Russia,” said Russian president Vladimir Putin on state television on September 12.
It was a response to reports that the West is preparing to remove limits on how Kyiv can use long-range missiles.
But there is far more to what Putin is saying than meets the eye.
